ListView flick scrolls almost always after panning on real HW

    Description

      After panning (hold finger down and move) and lifting your finger the ListView almost always performs a small flick scroll. If you already know which list item you're going to tap it's pretty annoying to try to hit a moving target (and it's sort of unexpected behavior because all the user did was panned not flicked). The behavior is pretty much the same both on resistive and capacitive touchscreens (tried Nokia 5800 and X6). The native lists on Nokia Symbian hardware and iPhone don't do this (at least not as much to be too noticeable). On iPhone the list might move a few pixels after raising the finger, but it's never interpreted as a flick.

      Perhaps the velocity of slowest possible flick should be raised?
