QDeclarative debugging: Allow client to check which services are available

There is no way in the debugging protocol to check whether a plugin is available at the other end. This should be fixed e.g. by explicit plugin advertisement messages.

This is crucial for the qml debugging story in QtCreator 2.1, therefore priority 1.
