[REG] Timer events are processed before move events which can make an application freeze

    Description

      Filtering on all events in an application will prioritize the timer events and prevent any move events from being processed.
      This is seen when using a 0-timer. Anything from 21ms and above works fine.

      This is a regression from Qt 4.6.3
