Status tip is not displayed in status bar for context menu actions that have a non-widget parent

When an action is constructed with a parent that is not a widget the status tip is not displayed in the status bar when the action is shown in a context menu. However, the status tip appears when the action is shown in a menu bar menu.

I have attached a small example program that shows the problem. Try invoking the context menu and look at the status bar while highlighting the different actions.
