Allow certain metadata tags to have multiple values

For certain metadata tags, e.g. <author> or <maintainer>, we must be able to specify more than one of them in a file. Currently, qdoc only allows one value per tag. These tag/value pairs are currently stored in a map. This will be changed to a multimap.
