Symbian: DEBUGGABLE_UDEBONLY keyword needed in generated mmp files to support CODA 4.1.x

    Description

      DEBUGGABLE_UDEBONLY mmp keyword is needed for enabling debugging of applications using CODA 4.1.x. Adding it by default should be safe as it only impacts debug builds and doesn't affect the size of the executable.
