Create a Backend API conformance test suite

We need a way to verify that a third party backend is working as expected. By necessity, this will be a series of manual tests. Most likely some application will guide a tester, prompting them to perform certain actions with their phone and getting them to verify certain readings. Other things can be automatically done (such as verifying data rate handling).
