When a dialog is shown and there is a window with StaysOnTop hint then it will appear below the window

When a dialog is shown and there is a window with StaysOnTop hint then it will appear below the window whereas it should on top of the window in question. This works fine on Windows but not on Mac with the Cocoa port.
