QNetworkConfigurationManager: app shutdown triggers update of configurations

in the destructor of QNetworkConfigurationManager, we call qNetworkConfigurationManagerPrivate(), which checks on a pointer to a private and constructs it if it is 0. At app shutdown, the pointer has already been reset to 0 and we try to trigger a new update without an event loop. We should just do nothing if the app is shutting down.
