Shortcuts "Ctrl+=" and "=" are ambiguous with Spanish keyboard layout

With a Spanish keyboard layout, it is impossible to add both "Ctrl+=" and "=" shortcuts, because Qt find them ambiguous.

On the Spanish keyboard '=' is typed by pressing both Shift and '0', so I expect Shift+0 to trigger the "=" shortcut and Ctrl-Shift+0 to trigger the "Ctrl+=" shortcut, without ambiguity.

I attach a simple program that can be used to see the problem.
