Some configure.exe options are undocumented on windows

    Description

      configure has some public options that do not show with configure.exe -help

      -nomake
      -confirm-license

      and I guess there are some more that slipped my inspection.
      They are listed in the Unix configure help, so they should be added to the windows help as well.
