Android: Make it possible to create APK without connecting device or emulator

When you deploy an APK in Creator, it will either verify that you have a device connected or launch an emulator. If you are making a release package, you just want the apk so you can upload it somewhere, and you shouldn't have to run an emulator or connect a device to do this.
