Refactoring package creation / deployment out of Building/Running

    Description

      Currently package creation is part of the build step list, which means
      whenever the user builds, a package is created. Similar deployment
      is integrated in the runconfigurations, which is the reason we can't deploy
      library projects. The plan is to refactor package creation/deployment out
      and thus make it possible to do

      • building without package creation
      • deployment without running (e.g. library projects)
      • deploying projects the to be run project depends on
      • create a package (as a standalone use case)
