QMLObserver and qmldump don't support loading plugins built in release mode

Both QMLObserver and qmldump are now built together with debugging helpers during runtime. However, they are only built in debug mode, so loading plugins built in release mode will not work.

We need to build the tools in both modes and start the appropriate ones, so that the plugin loading will work.
