Check for all needed tags in package.xml

Binarycreator at the moment only checks that there is a Package tag in each package.xml and that there is a valid Version tag.

For a working installer, a valid ReleaseDate tag is also needed.

It would be better to check for that when running binarycreator instead of having the installer fail later.
