filter on label broken - excludes valid matches

    Description

      When I try to search for suggestions with a label, most of the items should should match do not.

      The two filters in question are saved as "me_earth_roadmap_no_label" and "me_earth_roadmap_label"

      All options are set to the default, except:

      Project: all projects:
      Issue Type: Suggestion
      Reporter: Specify User [jkatz]
      Labels: earth_roadmap

      The working filter doesn't have Labels set, but is otherwise identical.

      The working filter shows the following items:
      QTBUG-14111
      QTBUG-14112
      QTBUG-14113
      QTBUG-14114
      QTBUG-14116
      QTBUG-14117
      QTBUG-14119
      QTBUG-14120
      QTBUG-14121

      The broken one only shows:
      QTBUG-14119
      QTBUG-14120
