improve navigation between changes

reviewing a series of changes is currently somewhat cumbersome, as one has to go back to the change list each time and click the next one. while it has been suggested to put multiple changes on one page, i think it may be more appropriate if only one change would be shown at a time, but clicking the publish/submit button would automatically jump to the next change from the last displayed list (if a checkbox below the button bar is checked).
