New change-set feature not returning anything when staging-ls is called

I created two related changes in a topic branch, then I staged them separately and as a whole, so both of them should be ready for testing.

When I run "ssh -p 29418 dev-codereview.qt.nokia.com gerrit staging-ls -p qt/qtbase.git -b refs/staging/master" I don't get any results.

This should have the same behaviour as regular commits.
