git-receive-pack is a bit too quick to create accounts

when using the --reviewer/--cc options, gerrit will create a new account for every arbitrary string for which it does not find a match.

while one could argue that it makes sense to auto-create new accounts to lower the barrier to entry, i think this feature is utterly counter-productive in practice:

• you get no feedback whatsoever if you make a typo
• the feature is unintuitive, as nobody would actually expect it to be there. also, it's entirely unclear to me how one would take ownership of such an auto-created account. does it even integrate with the crowd authenticator?
• the database is spammed with accounts

i presume the same applies to the automatically added reviewers from reviewed-by footers in pushed commits.
