\list does not produce numbered lists when requested

If docs are specified like this:

\list 1
\o item a
\o item b
\endlist

qdoc should produce a numbered list like this:

1. item a
2. item b

but currently the doc system seems to be producing standard bullet-lists regardless of the argument to the \list command.
