Split the system locale retrieval into components

Current, platforms based on Q_OS_UNIX provide very limited support for mixed locales. Specifying en-US, for example, results in a locale that uses american-style date formatting disregarding the LC_TIME environment variable. On platforms that support it, the system locale should be retrieved in the components provided by the system. This is already done for Windows and Mac OS X.
