qcollectiongenerator: Add support for registering files in other directories

It would be useful if a Help Collection Project (.qhcp) file allowed you to specify a a .qch file that was located in a directory other than the current project file. For example:

<register>
<file>/path/to/other/directory/foo.qch</file>
</register>
