RESEARCH: Synchronize the delivery of sensor readings

There was a requirement attached to the original Sensors API that was never met. The requirement was for synchronized sensors. That is, an app wants to get values from multiple sensors but it really wants data from the sensors at the same rate. With support for "arbitrary" rates baked into the API this should be easy enough to support but may be more useful with down-sampling.

This cannot hope to work without backend support for it (which is why it failed to happen for Mobility Sensors).

Since this needs new API some research and prototyping needs to be done.

Acceptance Criteria

• Determine a suitable API
• Create User Stories for implementation
