file: paths can be passed to qmlRegisterFoo but lead to asserts later

For qmlRegisterType and qmlRegisterSingletonType the urls required must be absolute (we do no further resolution, and cannot as we don't have an engine by then). However due to the issue with file:foo counting as absolute, which has been marked as wont fix, we need to handle this case specially in the input handling.
