Implement accessibility on WinRT

    Description

      Accessibility needs to be stubbed out everywhere. On non-phone, UI Automation can be implemented. It is already in use by the input context. The phone doesn't support UIA.

      Accessibility is required by QtQuick Controls, so a stub is a good starter even if the functionality isn't there for 5.3.
