Single character QAction shortcuts do not play well with flash

Single character (like 1 or 2) shortcuts set for QAction with context WidgetWithChildrenShortcut trigger action when trying to input these characters into Flash applet (like for example survey at speedtest.net, shown after completing test).
This could be reproduced using Otter Browser as of this commit:

I can prepare minimal test case if needed.

According to some reports the same happens for regular INPUT tags, for example at google.com, under Windows XP.
