There is no difference after changing time format setting

Preconditions or Previous status (If it is setting related error, please provide corresponding settings e.g. IM /MMS error, we should provide server address, account, and related password):
I18n_ui_tester application is installed and launched

How did you get to the state just before the error (rich text, step by step):
1. Go to Date tab.
2. Change time format setting, check short time format and long time format.

Actual result:
There is no difference between short time format and long time format.

Expected result:
According to Control panel, the two time formats should be: 12-hour and 24-hour
