Bootstrap qdbuscpp2xml and qdbusxml2cpp

    Description

      The qdbus xml<->cpp tools need to be bootstrapped like moc, rcc and friends so that

      1) We can use them while building Qt itself (no rpath/LD_LIBRARY_PATH issues)
      2) We can use them when cross-compiling Qt (the tools need to be compiled for the host, not for the target)
