Provide easy way to turn off .def files at compile time

In some contexts, maintaining .def files for S60 builds is more trouble than it's worth (e.g. branches of Qt still under heavy development).

The `-developer-build' option to configure apparently turns off errors due to .def files, but it would be nice to have the ability to turn off .def files without turning on all the stuff that `-developer-build' turns on.
