Runonphone and cetest should be merged

The runonphone tool is currently a separate tool from cetest with its own syntax. Ideally, running this tool on wince and symbian should be as similar as possible, identical at best. What the task consists of is:

• Find a new common name for both tools (devicetest or something like that).
• Find a common syntax that both tools can use.
• Where it is appropriate, the cetest syntax should be preferred, since that tool has been in the market for a while already.
• Perhaps combine the tool into one executable. This could be difficult since cetest is bootstrapped, while runonphone cannot be, but research the possibility. Obviously many people will not have header files for both platforms, but in that case the relevant backend will just be ifdeffed out.
