lconvert should be able to manipulate message state

it would be useful if one could for example reset all translations obtained from an unreliable source to "unfinished" state.
ideally, this would affect only subsequent files from the command line, so it could be used while merging *).

*) this should also apply to some other options, but it poses backwards compatibility problems.
