Different build configurations should remember different cmake arguments

Currently the different build types share the same cmake argument setting in the project UI.

I checked that inside CMakeLists.txt.user separate keys (CMakeProjectManager.CMakeBuildConfiguration.UserArguments) are indeed defined for each configuration. However they are always kept the same by the project management.
