di' / di" / ci' / ci" commands don't jump to first found matches

these commands are handled by vim specially for some reason in a useful way:

if the cursor isn't currently between a set of '' or "" characters when executing these commands, the cursor will jump to the first found set of the respective characters to the right on the line, and then execute the command.
