Re-arranging dockwidgets is too clumsy.

Right now, re-arranging e.g. the debug views is too complicated (learn about and locate the 'Locked' entry in the menu, de-lock, move stuff around, lock)

Some "obvious" operations like dragging on the Tabs should work even in "Locked" mode.

The tabs could also have a context menu identical to Windows->Views->Debug, saving a few clicks in that situation.
