Editing debian/rules should enforce tabs

The syntax of debian/rules is extremely fragile (a makefile), and editing it in qt creator breaks it easily because we are inserting spaces instead of tabs.

Error output does not give any hint about what went wrong (usual for the cryptic debian tooling).

We should use tabs instead of spaces on that file. Also flagging the leading spaces as errors already in the editor would be extremely convenient.
