Have a panel that displays TODO list

Have a panel, maybe in the same place as Build Issues, that displays TODO objects. These TODO objects could be a link to files where there are comments that either contain the TODO word or a otherwise sepcially formatted keyword. I think Eclipse has a similar feature.
This would help the user to jump around in the code to address all TODO issues.
