Unify getter methods for settings and installer values.

Right now we have several ways to get accesses to settings values, we need to unify these through a dedicated object/ call convention. In the course of this change we need to make sure that all getter will update placeholder variables with a corresponding call to PackageManagerCore::replaceVariables().
