Build Qt with support for ANGLE

    Description

      We plan on making ANGLE the default for Qt on Windows, due to the wide-spread support for Direct X drivers in Windows deployments compared to the availability of good OpenGL drivers.

      WebKit's multi-process support also relies on the availability of ANGLE for the Windows build.

      It would be great if the Windows CI machines could have ANGLE installed and Qt was configured with ANGLE support.
