Pushing a change depending on a change already staged removes the dependent change from staging

    Description

      Scenario:

      • Someone has created a change 1 that is already staged
      • Working on a change 2 that depends on change 1 and pushing both results in change 1 being removed from staging
        Expected: change 1 should be left untouched, just the dependency should be added
