Add option to not auto update MOC and other custom build steps.

I find that it's vary rarely necessary to auto update moc steps in projects, setting them on creation is usually sufficient. VSIntegration had the option to turn off auto updating, which we did by default as it sometimes interferes with other custom build steps we have on files. It would also be useful to have the option to turn it off as a quick workaround for bugs in the integration.
