Allow duplication of topics by admins

Considder this use case:
A user asks two or more unrelated questions in a single opening posting. This can lead to confusion as to what question was already addressed, and what question was not. It would be nice if it were possible for an admin to separate the questions into separate postings. To do that, the admin would need the ability to 'clone' or duplicate the original posting, and then modify both. This would result in two postings by the original poster, so the poster is also notified of replies.
